To counter the great problem of insecurity, shortly after coming to power enacted the so-called Security Statute, which, by limiting civil liberties and to grant broad powers to the army, was under severe domestic and international criticism . During his rule, the student riots multiplied, proliferated increased drug trafficking and violent actions of guerrilla organizations such as the Movimiento 19 de Abril (M-19). His mandate ended on August 7, 1982, when he was succeeded as head of state by Betancur.
